It's probably a whale of some kind, but first thoughts were : Wow, that looks so much like a Skeksis from The Dark Crystal.

That is a rotting beluga whale. They are very common in this region of the Russian coast. Their skull is very flat and reptile-like, what makes many people think it was some kind of marine reptile. The fur is in fact decomposing tissue, a phenomen often seen in big carcasses in the sea.
